The Meaning of Filing Forms 15CA–15CB

When an individual makes a payment to a non-resident or foreign firm, they are obliged to submit compliance documents known as Form 15CA and Form 15CB. These forms are mandated by the Income Tax Act of 1961.

The submission of these forms is required prior to sending money outside of India.

The 15CA–15CB filing is a declaration to the Income Tax Department that the appropriate taxes (if applicable) have been deducted prior to moving money overseas. In other words, it is a straightforward statement.

It is guaranteed by this compliance that:

  • The reporting of foreign remittances is required by law.

  • TDS, which stands for tax deducted at source, is applied appropriately.

  • The transaction is in accordance with the laws of FEMA and the Income Tax.

Generally speaking, banks will not handle international remittances unless they have Form 15CA (and 15CB, if any are necessary).

When is it necessary to have 15CA–15CB?

In the following circumstances, you are required to submit Form 15CA:

✅ Delivering a payment to a foreign organization

✅ Covering the costs of importing services

✅ It is sending commission overseas.

✅ Royalties or technical costs that need to be paid

✅ Providing payments for investments made overseas

✅ Freelancers that are located outside of India


When the following conditions are met:

✅ In India, the remittance is subject to taxation.

✅ It is necessary to get a certificate from a Chartered Accountant.

It is possible that filing for 15CB is not necessary if the remittance is not taxable; nonetheless, filing for 15CA is often needed.

Filing Procedures for Forms 15CA–15CB

  2. The next step is to acquire a CA Certificate (15CB).

    Should it be necessary, the CA will issue Form 15CB following verification.

  3. Lastly, submit the Form 15CA.

    Using the Income Tax site, submit your document online.

  4. Provide the bank an acknowledgement.

    After ensuring compliance, the bank processes the remittance.
